Summary

Eurasia Foundation (EF), a US-based international development organization promoting good governance, civil society development and public administration reform, is accepting applications for Chief of Party (COP) for an anticipated USAID-funded local governance program in Moldova. The program will be a five-year activity that aims to strengthen local government to become more effective, transparent and accountable to citizens. This new activity will strive to build local government’s capacity to meet citizens’ needs and will serve as USAID’s flagship local government activity to provide comprehensive assistance up to 100 communities, including towns and villages, primarily targeting local self-governing bodies.

Duties

  • Provide technical leadership and strategic vision for the program
  • Day-to-day management of program implementation in accordance with program strategy and objectives
  • Ensure quality performance and achievement of planned deliverables and outcomes
  • Serve as EF’s primary liaison with USAID/Moldova, the Government of Moldova, and all other counterparts and implementing organizations involved with local governance
  • Develop and maintain effective partnerships and coordination with other stakeholders, including international donors, civil society and the private sector
  • Manage and provide mentoring and professional development to program staff, with an emphasis on building national staff capacity
  • Identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments
  • Manage all financial and administrative aspects of the program
  • Ensure effective implementation of the monitoring, evaluation, and learning plan and ensure that donor and EF reporting and compliance requirements are met
  • Coordinate with the EF home office and publicly represent the Foundation

 

Qualifications

  • Minimum of 15 years’ experience in local governance and civil society development programming
  • At least 5 years of experience in managing complex UGG or bilateral donor-funded projects required; knowledge of USAID rules and regulations strongly preferred
  • Knowledge of local governance and decentralization processes and issues in Moldova strongly preferred
  • Work experience in Eastern Europe/CIS required, experience in Moldova preferred
  • Demonstrated ability to establish and maintain effective and collaborative relationships with government officials, civil society groups, businesspeople, opinion leaders and the media at the national and local levels
  • Demonstrated ability to lead, mentor and develop staff, manage budgets, and plan strategically and creatively to meet specified objectives
  • Strong representational and organizational skills required
    Master’s Degree or equivalent in government, management, city planning, city management or foreign assistance development
  • Excellent speaking, writing, reporting and other communications skills in English required; professionally conversant in Romanian and/or Russian preferred
