Summary

The Controller is responsible for the management of all financial activities of Eurasia Foundation (EF). Position oversees accounting, payroll, annual organization-wide budgeting, cost proposal development, donor reporting and compliance, grant making and grants management. Position leads a team of three staff and directly supervises two.  

Duties

  • Develops and implements internal control procedures for EF and monitor compliance to ensure safeguarding and proper use of EF’s assets and donor funds.
  • Ensures EF’s accounting policies and procedures are in compliance with all applicable laws, rules, regulations and internal procedures established by the Board of Trustees. Oversees modifications to accounting policies and procedures.
  • Prepares EF’s annual budget and multi-year financial projections.
  • Oversees the budgeting system to monitor receipt and expenditure of donor and unrestricted funds. 
  • Produces timely and accurate financial reports for the Finance & Audit Committee, senior management, and the staff.  Produces insightful and critical analysis of EF’s financial position.
  • Serves as System Administrator for the financial software.
  • Coordinates cash flow management. 
  • Prepares financial statements
  • Oversees the organizations financial statement audit, including the 2 CFR 200 Subpart F  audit.  
  • Coordinates preparation and submission of IRS Form 990.
  • Acts as primary financial and contractual liaison with banks and donors.
  • Oversees preparation of cost proposals and financial reports to donors.
  • Works with the Finance & Audit Committee and the investment broker to manage EF investment portfolio.
  • Oversees EF’s grant making and subgrants management functions.
  • Supervises Accounting Department.

Qualifications

  • Bachelor’s degree or equivalent in accounting, finance or business administration is required. CPA certification or post-graduate degree is preferred.
  • Minimum 10 years of experience in senior financial management position in a non-profit organization, preferably in the international development field.   
  • Working knowledge of 2 CFR 200 and USG regulations is required.  Experience in managing field financial operations is a plus.  
  • Combination of work experience and education is acceptable.
  • Strong interpersonal, communications, analytical and problem-solving skills are required. 
  • Experience with automated accounting systems is required. Experience with Serenic Navigator preferred.  
  • Knowledge of Russian, Farsi or Arabic is a plus.
