Chief of Party – Anti-Corruption in Serbia

Eurasia Foundation (EF), a US-based international development organization with over 25 years of experience promoting good governance, public sector reform and civil society development, is accepting applications for Chief of Party (COP) for an anticipated USAID-funded program in Serbia.

The purpose of this anticipated program is to enhance the capacity and effectiveness of accountability and anti-corruption institutions, stakeholders, and advocates.  The program will support USAID efforts to strengthen the accountability and responsiveness of key institutions and to assist the country in meeting the requirements for membership in the EU.

The COP is a leadership position and will serve as EF’s primary liaison to USAID, the Serbian government and local and international civil society organizations. The COP is responsible for overall management and technical leadership of the program. 



  • ​Provide technical leadership, strategic vision and administrative oversight of the program;
  • Oversee implementation of program activities in accordance with the program description and annual work plans; ensure quality performance and achievement of planned deliverables and outcomes;
  • Provide oversight of financial management; ensure fiscal integrity and compliance with EF and USAID policies and regulations;
  • Supervise program staff and short-term technical consultants;
  • Provide overall management of sub-grantees and sub-contractors; 
  • Oversee the design the monitoring and evaluation plan and subsequent monitoring, evaluation and program reporting;
  • Develop and maintain effective partnerships with government agencies, local civil society organizations, and other stakeholders;
  • Coordinate with other USG and non-USG programs.



  • Master’s degree in international development, public administration, law, political science, and/or another relevant field required;
  • A minimum of 10 years of work experience working on democracy and governance programs; 
  • At least five years of technical experience working on anti-corruption reform efforts;
  • A minimum of 10 years of experience in efficiently managing and leading a professional and administrative staff. Prior experience in coordinating with partner and donor organizations is highly desired;
  • Proven ability to establish and maintain effective and collaborative relationships with government officials, civil society groups, opinion leaders and the media at the national and local levels;
  • Relevant professional experience managing and implementing successful, large, multi-year USAID democracy and governance programs;
  • Previous Chief of Party experience highly desired; 
  • Previous experience in Eastern and Central Europe is required;
  • Fluency in English required; knowledge of Serbian preferred.
