Eurasia Foundation (EF) is accepting applications for an expert to design and develop an original curriculum for an online course on Community Engagement and Accountability program. EF seeks individuals with experience and expertise in designing and instructing leadership training courses for CSOs and NGOs in closed societies. Knowledge of advocacy and coalition-building is a plus. The expert is responsible for identifying the key concepts of the course, and designing and producing the content. This four-week course focuses on code of conduct. The course is intended to empower CSO leaders to design and implement an efficient code of conduct for their organizations.    


  • Introduce the values of having an efficient code of conduct for CSOs; 
  • Present examples from local CSOs and practical results of implementing code of conduct in different organizations; 
  • Address principles of Codes of Conduct including committing staff, volunteers, board members and management to non-discriminatory practices, principles of gender parity, participatory decision making, avoiding conflicts of interest and financial transparency;
  • Identify feasible strategies to overcoming the challenges of transparency in local CSOs; 
  • Enable CSO leaders to manifest professional ethics, attitudes, values and behavior in a code of conduct and to share the code of conduct with stakeholders and actively seek feedback; 
  • Determine weekly topics and subtopics and learning goals for each week in coordination with the Program staff;
  • Design content and course structure with the aim of creating an engaging online learning environment for remote participants in coordination with Program staff;
  • Design practical assignments that will achieve the course’s desired learning outcomes by assisting participants build up their organizational capacity;
  • Develop weekly content, including readings, forum discussion questions, and weekly assignments in line with course objectives;
  • Further information about curriculum design expectations will be discussed during the interview process.


  • Master’s degree or equivalent in education, social sciences, management, or a related area required;
  • Combination of education and years of experience is an acceptable substitute;
  • Strong demonstrated experience and background in professional trainings;
  • Experience with developing online learning pedagogy, particularly towards practical social learning, networking, and inclusivity;
  • Ideal candidates have relevant working experience in Farsi-speaking countries;
  • Fluency in written and spoken Persian/Farsi is a plus.
