Eurasia Foundation (EF), a US-based international development organization promoting good governance and civil society development, is accepting applications for a Human Resources Associate. The Human Resources Associate will be responsible for supporting EF’s Human Resources and Administration department in all aspects of benefits administration, recruitment, training, records keeping, operations, and compliance with government labor laws and regulations. 



  • Assist the Manager of Human Resources and Administration in development and implementation of policies and procedures for all employees, consultants, and vendors;
  • Update EF’s personnel manual and implement policy changes when needed;
  • Assist in administering compensation program; prepare contracts and assignment letters; assist in performance evaluation process;
  • Plan and conduct new employee orientation to foster positive attitude toward organizational objectives;
  • Assist in organizational training and development;
  • Maintain personnel files; update as necessary and provide census reports as needed;
  • Participate in the organization-wide project implementation on as needed basis;
  • Process visas, passports and travel arrangements for various staff members, consultants, and guests as needed;
  • Reconcile expense reports and process payment requests by the due date;
  • Keep the supply inventory up to date;
  • Answer incoming calls quickly and courteously; screen potential solicitor calls when appropriate.
  • Support other functions as assigned.

Benefits Administration:

  • Administer employee benefits, including enrollments and terminations;
  • Participate in annual open enrollment process;
  • Manage monthly metro Smartbenefits and flexible spending account.


  • Coordinate recruitment of prospective domestic employees; acknowledge resumes and schedule interviews; prepare regret memos; assist in validation of references;
  • Assist in international recruitment, including relocation allowances, salary and housing compensation and scheduling of interviews;
  • Support recruiting efforts using online recruiting tools.


  • Bachelor’s degree or equivalent in psychology, international relations, business administration or relevant field; education in Human Resource Management is a plus;
  • 2 - 3 years of experience as an HR generalist or relevant human resources/administrative position, preferably in a non-profit organization;
  • Strong knowledge of human resources processes and best practices;
  • Proficiency in MS Office and experience with HR databases and systems, ability to work with ADP Workforce Now is a plus;
  • Familiarity with various recruitment platforms;
  • Experience with survey data collection and analysis;
  • Outstanding communication and interpersonal skills;
  • Proven ability to maintain confidential information;
  • Exceptional attention to detail and ability to balance multiple assignments.
