Summary

Eurasia Foundation (EF) is a Washington DC-based international development organization specializing in institutional capacity building, civic engagement, youth development and economic empowerment, with 25 years of successful programming in Middle East and the Eurasia regions.  Eurasia Foundation is seeking an Evaluation Specialist for leading the design and implementation of performance evaluation for one of its online programs, the Parto School of Advocacy. The Evaluation Specialist will undertake monitoring and evaluation of the program and will provide an independent assessment of the impact of Parto School’s activities to date on participants. The program’s office is in Washington, D.C., but the consultant may work remotely if necessary.

Duties

  • Review project documents and reports
  • Liaise with program staff on design and implementation of the evaluation process
  • Serve as a technical expert to conduct data collection activities, including interviews with participants and data analysis activities
  • Write a comprehensive analytical report in English. The report should include the following topics:
    • Executive summary
    • Introduction 
    • Description of evaluation goals and objectives 
    • Description of the evaluation methodology and data collection tools
    • Description of the data analysis process
    • Presentation of the main findings 
    • Presentation of the main conclusions
    • Presentation of key lessons learned
    • Programmatic recommendations for EF
    • Annexes: People interviewed, survey data, documents reviewed, etc.

Qualifications

  • Expertise in monitoring and evaluating projects related to education and teachers’ trainings
  • Master’s degree in the field of education, education policy or social science with minimum four years of M&E experience
  • Extensive knowledge of monitoring and evaluating methodologies; both quantitative and qualitative data collection, processing and analysis are required
  • Knowledge of sampling and questionnaire design
  • Relevant work experience with educational programs, preferably online programs 
  • Excellent report writing skills in English
  • Fluency in Farsi is required
