Program Officer, Community Engagement and Accountability Initiative

Eurasia Foundation (EF), a US-based international development organization promoting civic engagement and citizen participation, is accepting applications for a Program Officer. The Program Officer will manage and oversee the EF's Community Engagement and Accountability Initiative. S/he will be responsible for the day-to-day implementation of the program - monitoring the curriculum development, trainings implementation, and participants' interactions for Persian Speaker audiences. The individual will direct the overall goals of the program, devise strategies for program implementation, and work to ensure the project team remains focused on producing quality outcomes. S/he will also be responsible for reporting program outputs and outcomes to the donor(s). 


  • Provide day-to-day management of the program, including curriculum design, platform upgrades, outreach, training delivery, and campaign support; 
  • Lead participant recruitment, monitor all courses and training workshops for effective instruction, encourage participant engagement, and responsiveness to participant needs; 
  • Monitor advocacy campaigns and coordinate support with EF’s coaches and experts to ensure progress and address challenges; 
  • Coordinate alumni activities and oversee the development of resources and curriculum for the different workshops; 
  • Budget tracking, donor reporting, and monitoring and evaluation; 
  • Prepare scopes of work and contract specifications for contractors; monitor and manage contractors' time and deliverables; 
  • Recruit, train, and manage project staff (program's administrators, editorial interns and content contributors) and ensure quality control; 
  • Prepare quality progress reports for the program's donor(s) on quarterly basis.  



  • Master’s degree in social science, political science, international relations, training, economic development, or area studies required;  
  • Program management skills are required; Candidates must be experienced in project planning and have at least 3 years of prior managerial experience. Familiarity with the civil society strengthening, and with Iran’s NGO sector is highly preferred; 
  • Experience in educational projects and online education is a plus; 
  • Experience with social media tools, blogging and content management systems such as WordPress, Drupal and Moodle preferred; 
  • Exceptional writing, research, and communications skills (Farsi and English) are required; 
  • Must possess excellent organizational skills and attention to detail; 
  • Ability to multitask and work in a fast-paced environment needed; 
  • Fluency in Farsi and English required. Experience in Farsi to English translation preferred.
