Summary

Eurasia Foundation (EF), a US-based international development organization promoting civil society strengthening, good governance, and economic development, is accepting applications for a Proposal Writer to support new business opportunities in the Eurasia and/or the Middle East and North Africa regions. 

EF is seeking a Proposal Writer with experience serving as a lead technical writer in response to US Department of State, Bureau of Educational and Cultural Affairs (ECA) notifications of funding opportunities (NOFOs). The Proposal Writer will work closely with Proposal Managers to design and develop technical program narratives and other proposal sections, as requested. The successful candidate will have demonstrated experience writing winning proposals in response to ECA academic and professional exchange-focused NOFOs, will demonstrate an in-depth knowledge of ECA priorities, and will have a strong background in the fields of international education or exchange. 

Duties

  • Support the development of competitive technical applications in response to solicitations from ECA  by contributing to the technical design and lead  the drafting of key technical proposal sections; 
  • In collaboration with the Proposal Manager, identify and persuasively articulate win themes in the technical application. 
  • Participate in bid team, partner, and stakeholder meetings as needed; conduct desk research as needed.
  • Other duties as assigned. 

 

Qualifications

  • Proven track record of writing successful proposals in response to ECA NOFOs. Demonstrated experience in project design; previous field-based project management experience;
  • At least 8 years of international development experience required, experience in international education or exchange strongly preferred. 
  • Excellent technical writing and editing skills required;
  • Ability to handle multiple assignments in deadline-driven environment and strong attention to detail required;
  • Experience with contributing to cost proposals preferred;
  • In-depth knowledge of donor priorities in Eurasia or the Middle East and/or North Africa regions;
  • Fluency in English required; Russian or Arabic proficiency encouraged.
