Margaret Richardson, a tax and business consultant, was formerly a tax partner, national director of IRS practice and procedure at Ernst and Young, and an adviser to the Foreign Investment Advisory Council in Russia, an organization that represented the largest foreign direct investors in Russia. She currently serves on the board of directors of Legg Mason, Inc., an asset management company.

From 1993 to 1997, Ms. Richardson served as commissioner of the Internal Revenue Service. During that time, she championed improved tax administration and better taxpayer service by making it easier for taxpayers to obtain information, file returns, and make tax payments. She served on the Internal Revenue Service Commissioner’s Advisory Group from 1988 to 1990 and chaired the group in 1990. From 1977 to 1993, she was a partner at the law firm of Sutherland, Asbill and Brennan.

Ms. Richardson is a member of the District of Columbia and Virginia bars and is a fellow of the American Bar Foundation. She is a member of the Financial Women’s Association, the Washington Women’s Forum and the International Women’s Forum. She serves on the boards of Eurasia Partnership Foundation, WETA Piedmont Environmental Council, and Protestant Episcopal Cathedral Foundation. She previously served on the boards of USA for UNHCR, National Museum of Women in the Arts and National Cathedral School for Girls. Ms. Richardson was the 1993 Financial Women’s Association Woman of the Year and is the recipient of the Federal Bar Association Section of Taxation’s Kenneth Liles Distinguished Service, the Tax Executives Institute Distinguished Service and the Hartford Institute awards. She was named a “Washington Woman of Genius” by Trinity College.

Ms. Richardson graduated from Vassar College with a B.A. degree in political science and received her J.D. with honors from George Washington University Law School, where she was an editor of the law review.

Ms. Richardson, a native of Waco, Texas, is married and has one daughter.
