Summary

Eurasia Foundation (EF), a US non-profit organization promoting civil society development and good governance, is accepting applications for an Accountant & Human Resources Manager for the Civil Society Support Program in Central Asia (CSSP). The purpose of CSSP is to cultivate a vibrant and responsive citizen-oriented civil society in Central Asia.

The Accountant & Human Resources Manager is responsible for tracking program costs, preparing financial reports, assists with the preparation of the program office personnel manual and is responsible for day-to-day HR management. Position reports to the CSSP Director of Finance and Administration.

Duties

• Ensure that the program office’s HR policies and practice comply with Kazakhstan labor law and align with EF HR policies and procedures and donor requirements
• Lead periodic reviews of HR policy and the personnel manual in response to changes in Kazakhstan legislation
• Administer compensation, benefits and performance management systems
• Support the development and implementation the staff performance evaluation system
• Manage and maintain the leave tracking system and provide advice on leave policy changes
• Prepare and manage employment contracts and agreements for a staff of approximately 12 employees
• Serve as a link between management and employees by handling questions, interpreting and administering labor contracts and helping resolve work-related problems
• Oversee the day-to-day implementation of the program budget and meet donor reporting requirements
• Ensure all costs incurred under the cooperative agreement are regularly tracked and analyzed
• Provide day-to-day entry of accounts payable data 
• Process payments to vendors and contractors
• Ensure financial recordkeeping policies and procedures are consistent with USAID regulations and Kazakhstan law
• Reconcile monthly bank statements
• Assist the Director of Finance and Administration in coordinating inputs from CSSP accountants in the Tajikistan and Uzbekistan offices

Qualifications

• Bachelor’s degree in accounting, business administration or other relevant field
• At least 5 years of experience in the accounting/HR field; experience with USAID-funded programs highly desired
• Previous management experience required
• High level of interpersonal skills to handle sensitive and confidential situations and documentation required
• Advanced knowledge of Microsoft Office programs (Excel, Word, PowerPoint, Outlook)
• Knowledge of international accounting standards 
• Prior use of financial software packages a plus
• Russian fluency required; English writing and spoken proficiency required
