Eurasia Foundation (EF) is accepting applications for a Communications and E-Learning Assistant (CEA) for the Social Innovation in Central Asia (SICA). EF is a US non-profit organization promoting civil society development and good governance. The purpose of SICA is to cultivate a vibrant and responsive citizen-oriented civil society in Central Asia.

The Communications and E-Learning Assistant is responsible for providing branding and marking support to program and grantees activities. The CEA supports the design and implementation of the CSSP communications strategy and conducts social media management in line with the latest trends and best practices in that field.

The CEA will report to the Regional Information and Communication Specialist (RISC) and will also take direction from the E-learning Program Manager/Digital Platform Coordinator.


Communication (70% Level of Effort)

  • Assist in the execution of the SICA communication strategy
  • Create, edit and translate communications materials in Russian, English and Kazakh (e.g. press releases, announcements, publications)
  • Create and edit the design of program outreach materials (e.g. social media graphics, certificates, thank you letters, brochures)
  • Draft content for social media posts on program and grantee highlights
  • Work with SICA grantees to approve their content, monitor their social media accounts for branding and marking consistency, select impactful grantee activities for SICA social media and success stories for wider distribution and visit and promote grantee events through SICA channels
  • Write and edit success stories (identify the impact, interview the hero, arrange site-visit, take high-quality photos)
  • Collect photos and videos from program managers, grantees and add them to photo library
  • Maintain an up-to-date contact database for a programmatic newsletter
  • Promote SICA opportunities through social media
  • Conduct direct marketing to target audiences and interested groups
  • Assist RICS in providing communications support for online and offline public events (search for vendors; technical and logistical support)
  • Provide communication input for selection memos and reports
  • Assist in design, development, and maintenance of the program website (e.g., format, review and upload content to the website, create forms and surveys)
  • Assist with programmatic and organizational brand management, visual content and graphic design

E-learning (30% Level of Effort)

  • Coordinate e-learning processes with instructors and develop templates for instructors
  • Support self-guided online courses by monitoring progress, identifying bugs and ensuring automated certification performs correctly  
  • Help draft short summaries and technical documents to report participant statistics and e-learning status
  • Register new participants, monitor learner progress and coordinate certification of participants who complete courses  
  • Assist the E-learning Program Manager/Digital Platform Coordinator in coordinating SICA GSuite accounts (e.g., Google Drive, Google Classroom)  
  • Other duties as assigned


  • Minimum of one (1) year of experience in communications / marketing / public relations, preferably for international donor assistance projects
  • Familiarity with social media tools (Facebook Suite, Canva, SMM planner), blogging and content management systems required
  • Experience with Adobe Creative Suite (InDesign, Illustrator, Photoshop); presentation design and visual communications collateral creation are strongly preferred
  • Exceptional written and spoken fluency in Russian and English required; knowledge of Kazakh, Tajik, Turkmen and/or Uzbek a plus
  • Exceptional analytical, organizational, interpersonal, time management, written and oral communication skills required
  • Prior experience in strategic communications for large-scale reform initiatives preferred
  • Knowledge and experience in education, civil society development and youth engagement preferred
  • Ability to manage multiple tasks and successfully meet deadlines while quickly producing high-quality products is essential
  • Practical problem-solving skills, initiative and resourcefulness in performing varied and multiple tasks under pressure required
  • Effective people skills, positive attitude and an overall outgoing disposition
