Eurasia Foundation (EF), a US non-profit organization promoting civil society development and good governance, is accepting applications for a Contracts Manager for the Civil Society Support Program in Central Asia (CSSP). The purpose of CSSP is to cultivate a vibrant and responsive citizen-oriented civil society in Central Asia.

The Contracts Manager is responsible for coordinating solicitation, selection and oversight processes for the procurement of contracted goods and service providers, including preparing supporting documentation. The position is based in the EF Almaty, Kazakhstan office and reports to the CSSP Director of Finance and Administration.


  • Coordinate the solicitation and selection of program and administrative contractors (e.g., consultants, trainers, developers, analysts) in close coordination with the technical leads.
  • Ensure procurement and contracting procedures and processes comply with EF and USAID policies and procedures as well as award-specific requirements.
  • Liaise with suppliers and negotiate the best possible offer for goods and services.  
  • Prepare documentation and conclude contracts with vendors and individual contractors in accordance with the requirements and procedures of EF and local legislation.
  • Coordinate contracts, track implementation schedules, monitor service providers and the submission of deliverables, check financial reports, coordinate payments and acts of acceptance.
  • Work with the Accountant to schedule reporting requirements and payments for contractors.
  • Organize procurement, logistics and implementation of in-kind grants.
  • Preparing and maintaining all documentation for program procurements and overseeing office-related procurements.
  • Other duties as assigned.


  • Bachelor’s degree in contract law, procurement, business or other relevant field required; Master’s degree in a relevant field preferred.
  • Knowledge of contract law in Central Asia required.
  • At least three years of experience in procurement and contract management required.  
  • Experience with USAID-funded programs highly desired.
  • High level of interpersonal skills to handle sensitive and confidential situations and documentation required.
  • Advanced knowledge of Microsoft Office programs (Excel, Word, PowerPoint, Outlook); familiarity with MS365 a plus.
  • Prior use of financial software packages a plus.
  • Excellent oral and written communication skills in English and Russian required.
