Summary

Eurasia Foundation (EF), a US non-profit organization promoting civil society development and good governance, is accepting applications for an E-learning and Communications Assistant (ECA) for the Civil Society Support Program in Central Asia (CSSP). The purpose of CSSP is to cultivate a vibrant and responsive citizen-oriented civil society in Central Asia.

The E-learning and Communications Assistant will be responsible for providing technical support to create meaningful online learning opportunities for CSSP beneficiaries. The ECA will assist CSSP staff develop new learning content and coordinate online course delivery through existing e-learning channels. The ECA will also contribute to the design and maintenance of CSSP learning and networking platforms and will support the design and implementation of the CSSP communications strategy and conduct social media management in line with the latest trends and practices in that field.

The ECA will report to the E-learning Program Manager/Digital Platform Coordinator and will also take direction from the Information and Communication Specialist.

Duties

  • Monitor, record and edit live online course sessions and webinars and upload to relevant platforms (e.g., YouTube, Google Classroom)
  • Coordinate e-learning processes with instructors and develop templates for instructors)   
  • Provide technical support and consultations to participants, instructors and other users in usage of relevant e-learning platforms and tools (e.g., Google Classroom, Zoom, Google Meet)
  • Assist in design, development and maintenance of the program website (e.g., format, review and upload content to the website, create forms and surveys)
  • Help draft short summaries and technical documents to report participant statistics and e-learning status
  • Register new participants, monitor learner progress and coordinate certification of participants who complete courses  
  • Support self-guided online courses by monitoring progress, identifying bugs and ensuring automated certification performs correctly  
  • Draft summary information about courses, live events, instructor biographies,
  • Gather photos for social media pages and certificates 
  • Coordinate distribution of e-learning access links and codes with the Information and Communication Specialists 
  • Assist the E-learning Program Manager/Digital Platform Coordinator  in coordinating CSSP GSuite accounts (e.g., Google Drive, Google Classroom)  
  • Provide logistical support to the Information and Communication Specialist in the organization of online and offline events
  • Draft content for social media posts to highlight CSSP e-learning activities and learning outcomes
  • Assist with social media management, particularly in monitoring the social media posts of grantees and other beneficiaries and reposting  
  • Assist with programmatic and organizational brand management, visual content and graphic design
  • Maintain an up-to-date contact database for a programmatic newsletter
  • Other duties as assigned

Qualifications

  • Minimum of two (2) years’ experience in e-learning/knowledge management and digital platform maintenance, preferably for international donor assistance projects
  • Knowledge of regional or international best practices in MOOC technologies and models 
  • Web design, graphic design, video editing and other technical skills are strongly preferred
  • Familiarity with social media tools, blogging and content management systems required
  • Exceptional written and spoken fluency in Russian and English required; knowledge of Kazakh, Tajik, Turkmen and/or Uzbek a plus
  • Exceptional analytical, organizational, interpersonal time management, written and oral communication skills required
  • Prior experience in strategic communications for large-scale reform initiatives preferred
  • Knowledge and experience in education, civil society development and youth engagement preferred
  • Ability to manage multiple tasks and successfully meet deadlines while quickly producing high-quality products is essential
  • Practical problem-solving skills, initiative and resourcefulness in performing varied and multiple tasks under pressure required
  • Effective people skills, positive attitude and an overall outgoing disposition
