EF is seeking applications from qualified candidates to serve as Deputy Chief of Party (DCOP) for an upcoming USAID-funded Civil Education and Digital Learning activity in Georgia. The overall goal of this program is to support young citizens in pursuing government accountability, active citizenry across the counrty, and ensuring a more democratic society. Centering on the core principles of digital technology, youth leadership, local ownership, and private sector engagement, this program aims to further support the development of democratic culture in schools and strengthen the national public-private ecosystem that underpins civic education in Georgia.

The Deputy Chief of Party will support the Chief of Party (COP) in implementing all the program components, with special focus on oversight of local staff, internal operations and administration, grants management and stakeholder coordination. The successful candidate will demonstrate thorough knowledge and understanding of civic education and digital learning in Georgia, and will exhibit strong interpersonal skills necessary to maintain good relations with formal and informal civic education groups, constituents, partners, media, political parties, members from academia, legislators, government officials, USAID, and other personnel associated with this program.

Duties

  • Lead internal management functions, including technical, administrative, and operational tasks to ensure smooth and successful implementation of the program.
  • Support the Chief of Party with the development of annual work plans, and other program deliverables such as progress and financial reports
  • Coordinate activities among implementing partners and facilitate connections with government stakeholders, the media and other CSOs.
  • Provide technical expertise on key component areas and identify windows of opportunity for program interventions
  • Oversee all monitoring, evaluation and reporting functions in consultation with the COP.

Qualifications

  • Bacherlor degree in political science, international development, international affairs or related field. Masters preferred
  • A minimum of ten years of work experience in relevant progamming areas such as youth development and civic education  preferably for USG- or bilateral donor-funded international development projects. Prior experience in coordinating with partner and donor organizations is highly desired
  • Thorough knowledge and understanding of civic education in Georgia
  • Proven ability to lead, mentor and develop staff, manage budgets and plan strategically and creatively to meet specified objectives
  • Proven ability to establish and maintain good relations with formal and informal civic groups, constituents, partners, media, political parties, members from academia, legislators, government officials, USAID, and other program stakeholders
  • Outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills
  • Experience working in Georgia strongly preferred
  • Fluency in English required; proficiency in Georgian strongly preferred
