Summary

Eurasia Foundation (EF), a US non-profit organization promoting civil society development and good governance, is accepting applications for an Accounting and Grants Management Assistant for the Civil Society Support Program in Central Asia (CSSP). The purpose of CSSP is to cultivate a vibrant and responsive citizen-oriented civil society in Central Asia.

The Accounting and Grants Management Assistant provides administrative support for the CSSP team in Dushanbe.

Duties

  • Ensure financial record-keeping policies and procedures are consistent with USAID regulations and Tajikistan laws
  • Administer the petty cash system for the office
  • Prepare financial reports at the request of the Chief Accountant
  • Draft contracts for short- and long-term consultants as well as service vendors
  • Process payments to vendors and contractors and provide day-to-day entry of accounts payable data 
  • Assist in the implementation of the full cycle of grant award and management from announcement, pre-award assessments, technical assistance to grantees and close-out in accordance with CSSP’s grant plan
  • Prepare award documentation for new grantees in accordance with the CSSP Grants Manual, including schedules for award reporting and payments
  • Participate in negotiations and agreements with grantees; consult and advise on program and financial reporting
  • Review financial reports from grantees to ensure compliance with applicable USAID and EF rules and regulations and Tajik law
  • Support timely processing of cash advances and tranche payments to grantees
  • Ensure appropriate and timely financial reporting is received from grantees

Qualifications

  • At least 3 years of experience in accounting and/or managing grants and contracts, preferably as part an international development program
  • Demonstrated experience in and knowledge of USAID sub-award policies and regulations
  • Advance knowledge of all Microsoft Office programs (Excel, Word, PowerPoint, etc.)
  • Experience in effectively using grants management software packages a plus. 
  • Bachelor’s degree in finance, accounting, business administration or other relevant field
  • Excellent oral and written communication skills in Tajik, Russian and English required
