Global: Advanced Open Data Training Developer

Eurasia Foundation (EF) is seeking a team of consultants – open data experts with experience developing and delivering training – to design and deliver online open data trainings and contribute to the design and implementation of a data visualization competition. The training and competition are for independent researchers, think tank representatives and transparency advocates from Kazakhstan, Tajikistan, Turkmenistan and Uzbekistan. The trainings will center on methods for accessing, analyzing and presenting open data. They will be followed by a competition in which participants will demonstrate their new skills and knowledge to communicate findings and policy recommendations in an accessible manner through creation of visualizations using public datasets.


This consultancy is budgeted for up to thirty one (31) working days broken into the following stages:  

  • Assessment, preparation and training delivery (up to 20 days)
  • Data visualization competition that will take place October 21-26 (up 6 days)
  • Final report, due 31 October (up to 5 days)

The consultant must demonstrate knowledge and technical skills in:

  • Open data, e-governance and open government
  • Data journalism and statistical quality management
  • Pedagogical methodologies and instructional design models 
  • Online instructional design and the use of educational technology
  • Lesson and curriculum planning
  • Visual design (use of Dreamweaver, Photoshop, Illustrator, etc.)
  • Writing effective copy, instructional texts and audio and video scripts 


  • Previous performance hosting online instructional events is required  
  • Fluency in written and spoken English and Russian is required
  • Previous experience working in Central Asia or the broader Eurasia region is strongly preferred
