Eurasia Foundation (EF), a US-based international development organization promoting civil society strengthening, good governance, and economic development, seeks a consultant to develop a comprehensive field operations manual that EF personnel can use for smooth field office start up, program implementation and close-out. 


The EF Field Operations Manual Consultant will be responsible for the submission of deliverables, including an outline of the field operations manual as well as first, second and final drafts of the manual. The consultant will also be expected to provide explanations and rationale for the included components and deliverables once they have been prepared.

This tender is open to individual experts with demonstrated experience in developing administrative policies and procedures for U.S. non-profits delivering international development programs. Bidders will be expected to have experience in developing, composing and codifying field operations procedures for non-profit organizations. The ideal applicant will have the following experience:

  • Substantial experience writing field operations manuals for international development organizations
  • Experience working both at US headquarters and in field offices for an international development organization; field office experience in the Eurasia and MENA regions a plus
  • Strong familiarity with current US government program and financial reporting requirements, particularly those of USAID and Department of State
  • At least five years of experience facilitating discussions and gathering input from cross-disciplinary teams
  • Bachelor’s degree required, master’s degree preferred, ideally in international development, development management, business management or a related field
