Human Resources and Administrative Assistant

Eurasia Foundation (EF), a US-based international development organization promoting good governance, civil society development and public administration reform, is currently seeking a full-time HR Assistant. Under the Associate Director of Human Resource’s (ADHR) supervision, the individual will perform the duties to support the Human Resources and Finance departments.


Provide support to ADHR, including but not limited to:

  • Assist with the management of the HRIS and maintain personnel records according to labor laws and best practices; generate reports for routine, compliance, or organizational needs as requested
  • Assist with employee benefits matters related to open enrollment, new hire benefits enrollment, enrollment changes, troubleshooting employee benefit issues
  • Assist with execution of department meetings and organization-wide events
  • Acts as a liaison between the organization and external vendors, researching, contacting, and implementing new platforms, and troubleshooting as necessary.
  • Provide support to implement mid-year and annual performance evaluation process
  • Coordinate all activities and documentation of the employee life cycle process (recruiting, onboarding, and offboarding)
  • Coordinates New Hire Orientation, various trainings; coordinates meetings across various calendars.
  • Process payments in Serenic Navigator
  • Reconcile Credit Card and Benefits every month
  • Serve as the HR Diversity, Equity, and Inclusion representative, working closely with the DEI Council, programs, and MT to push forth initiatives.
  • Performs periodic audits of HR files and records to ensure that all required documents are collected and filed appropriately.
  • Provides other clerical support for ADHR, Global HR Staff, and Eurasia Foundation


  • Bachelor's degree in international relations or related field required
  • Interest in HR functions (employee relations, talent management, onboarding procedures, benefits, etc.)
  • Strong analytical, written and verbal communication skills required 
  • Be willing to take initiative on various projects
  • Strong attention to detail required
  • Strong people skills, positive attitude, and overall outgoing disposition
  • Advanced MS Office Suite experience required
  • Familiarity with Serenic Navigator preferred
  • Ability to manage multiple tasks and successfully meet deadlines while quickly producing high-quality work is essential
  • Native-level fluency in written and spoken English required
