Kazakhstan and Uzbekistan: Institutional Development Experts

Eurasia Foundation (EF), a US non-profit organization promoting civil society development and good governance, is accepting applications for consultants to serve as Institutional Development (ID) Experts and provide a range of professional services aimed at strengthening the institutional, technical and financial capacity of civil society organizations (CSOs) in Kazakhstan and Uzbekistan. Activities delivered through this consultancy are part of the Civil Society Support Program in Central Asia, implemented with the financial support of the U.S. Agency for International Development. The purpose of the program is to cultivate a vibrant and responsive citizen-oriented civil society in the region. 

Candidates selected for these consultancies will be hired through temporary service contracts to perform services described below.


  • Complete a two-day online training on the CSSP Institutional Assessment Toolkit and learn to use the EF methodology for rapid institutional assessments (IA) of CSOS
  • Conduct in-person and online IA for select CSOs in close collaboration with the staff, leadership and volunteers of those organizations
  • Determine baseline scoring for the assessed organizations and prepare IA reports for EF program staff and staff of the assessed CSO
  • Using IA findings, assist assessed CSOs to develop constituent-driven, growth-oriented proposals for grant funding to enhance their financial sustainability and ensure the organizations are responsive to the needs of their target groups and adhering to their missions
  • Provide technical consultations to the beneficiary organizations and facilitate development activities (e.g. facilitate strategic planning discussions, conduct brief trainings, others)
  • Conduct final institutional assessments of CSOs participating in IDP to measure their progress in capacity building
  • (Pending quarantine and travel restrictions) Travel to multiple locations throughout the country for frequent field work and site visits
  • Maintain regular and effective communication with EF program staff


  • Bachelor’s degree in organizational development, evaluation, international development or other relevant area of study required; Master's degree preferred
  • Knowledgeable about civil society sector in Kazakhstan and/or Uzbekistan
  • Demonstrated experience with the development and strengthening of CSOs (operational planning, resource development, strategic communication, human resources, etc.)
  • Experience using IA tools for non-profit organizations strongly preferred
  • Demonstrated experience in designing and training CSOs on capacity building issues strongly preferred
  • Experience working on international donor-funded projects required; work on US Government-funded projects preferred
  • Excellent communication and reporting skills
  • Ability to handle multiple assignments in a deadline-driven environment and with strong attention to detail
  • Computer literacy and familiarity with MS Office  
  • Excellent verbal and written fluency in Russian required; English, Kazakh and/or Uzbek preferred. Preference will be given to applicants who have full professional fluency in local languages
