Eurasia Foundation (EF), a US non-profit organization promoting civil society development and good governance, is accepting applications for an E-learning Program Manager/Digital Platform Coordinator for the Civil Society Support Program in Central Asia (CSSP). The purpose of CSSP is to cultivate a vibrant and responsive citizen-oriented civil society in Central Asia.

The E-learning Program Manager/Digital Platform Coordinator is responsible to create meaningful online learning opportunities for CSSP beneficiaries. The position is responsible to oversee the development of new learning content as well as coordinating online course deliver with existing e-learning providers. The position will also contribute to the design and maintenance of the CSSP learning and networking platform. The position reports to the CSSP Deputy Chief of Party.


  • In collaboration with CSSP technical leads and external stakeholders, guide the development of learner-centered instructional materials that apply state-of-art adult learning theory. 
  • Oversee the technical development and maintenance of the CSSP learning and networking platform. 
  • Support coordination across program objectives as well as with the implementing partner and existing e-learning platforms to ensure quality delivery of Massive Open Online Courses (MOOC)-style courses. 
  • Develop and implement systems to track training activity and report on course attendance and completion. 
  • Perform training needs analysis and conduct post-training surveys. 
  • Actively keep informed about developments in learning and networking technologies and propose innovative solutions that meet youth and CSO leaders’ learning needs. 
  • Oversee the overall design of online courses and coordinate the instructor selection processes
  • Coordinate the work of instructors during the course and adapt content and delivery for target audiences
  • Provide guidance to instructors on digital soft skills, e-learning methodology and other necessary skills
  • Monitoring CSSP learning processes
  • In collaboration with CSSP technical leads, guide the development and maintenance of the CSSP website


  • Minimum of three (3) years’ experience in e-learning/knowledge management and digital platform maintenance, preferably for international donor assistance projects
  • Knowledge of regional or international best practices in MOOC technologies and models 
  • Web design, graphic design, video editing and other technical skills are strongly preferred
  • Familiarity with social media tools, blogging and content management systems required
  • Fluency in Russian and English required; knowledge of Kazakh, Tajik, Turkmen or Uzbek a plus
  • Exceptional analytical, organizational, time management, written and oral communication skills required
  • Practical problem-solving skills, initiative and resourcefulness in performing varied and multiple tasks under pressure required
  • Knowledge and experience in education, civil society development and youth engagement highly desired
