Kazakhstan: Regional Human Resources Manager

Eurasia Foundation (EF) is accepting applications for a Regional Human Resources Manager (RHRM) for Social Innovation in Central Asia (SICA). EF is a US non-profit organization promoting civil society development and good governance. The purpose of SICA is to cultivate a vibrant and responsive citizen-oriented civil society in Central Asia.

The RHRM helps to ensure high quality HR management and administration as well as the development, implementation and monitoring of standards and compliance in all areas of HR. The RHRM is responsible for day-to-day HR management of the Almaty office, as well as support of a team of long-term consultants across the Central Asia region (Kazakhstan, Tajikistan, Turkmenistan and Uzbekistan). The RHRM is responsible for tracking and reporting costs associated with SICA staff members and long-term consultants. This position reports to the SICA Director of Finance and Administration.


  • Ensure that the HR policies and practice of SICA office(s) are in compliance with local labor laws, EF’s HR policies and procedures and donor requirements
  • Lead periodic reviews of HR policy and personnel manual in response to changes in legislation in all four target countries
  • Administer compensation, benefits and performance management systems
  • Support development and implementation of staff performance evaluation processes
  • Manage and maintaining the leave tracking system and advise on leave policy
  • Provide current and prospective employees with information about EF’s HR policies, job duties, working conditions, pay scale and opportunities for promotion and employee benefits
  • Manage the onboarding and training schedules for new staff and long-term consultants
  • Manage trainings and development activities for existing staff and long-term consultants
  • Prepare and manage employment contracts and agreements for staff and consulting agreements with long-term consultants
  • Identify staff vacancies and manage the recruitment and selection of qualified applicants
  • Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related issues
  • Develop and maintain general administrative policies to ensure a professional and efficient work environment
  • Contribute to the management, mentoring, and supporting of all staff
  • Contribute to annual work plans and program reporting on a regular and irregular basis, as needed
  • Coordinate with the Finance department and EF HQ in Washington, DC to payments to long-term consultants and track balances
  • Other duties, as assigned


  • Bachelor’s degree in HR management, business administration or other relevant field
  • At least 5 years of experience in the HR field; experience with USAID-funded programs highly desired
  • Previous management experience required
  • High level of interpersonal skills to handle sensitive and confidential situations and documentation required
  • Advanced knowledge of Microsoft Office programs (Excel, Word, PowerPoint, Outlook)
  • Knowledge of Labor Codes in Kazakhstan (knowledge of labor codes in Tajikistan, Turkmenistan and/or Uzbekistan will be a plus)
  • Prior use of financial software packages a plus
  • Full professional fluency in English and Russian required; Knowledge of Kazakh, Tajik, Turkmen or Uzbek preferred.
