Summary

Eurasia Foundation (EF), a US non-profit organization promoting civil society development and good governance, is accepting applications for consultants to provide a range of professional services aimed at strengthening the institutional, technical and financial capacity of civil society organizations (CSOs) in Kazakhstan and Tajikistan. Activities delivered through this consultancy are part of the Civil Society Support Program in Central Asia, implemented with the financial support of the U.S. Agency for International Development. The purpose of the program is to cultivate a vibrant and responsive citizen-oriented civil society in the region. 

Duties

  • Using an EF methodology, conduct in-person institutional assessments (IA) for select CSOs in close collaboration with the staff, leadership and volunteers of the beneficiary organizations
  • Determine baseline scoring for the beneficiary organizations and prepare IA reports for EF program staff
  • Assist beneficiary CSOs develop constituent-driven, growth-oriented action plans to enhance their financial sustainability and to ensure the organizations are responsive to the needs of their target groups and adhering to their mission
  • Travel to multiple locations throughout the country for frequent field work and site visits
  • Provide technical consultations to the beneficiary organizations and facilitate development activities (e.g. facilitate strategic planning discussions, conduct brief trainings, others)
  • Maintain regular and effective communication with EF program staff

Qualifications

  • Bachelor’s degree in organizational development, evaluation, international development or other relevant area of study required; Master's degree preferred
  • Knowledgeable about civil society sector in Kazakhstan or Tajikistan, as relevant
  • Demonstrated experience with the development and strengthening of CSOs (operational planning, resource development, strategic communication, human resources, etc.)
  • Experience using IA tools for non-profit organizations required; experience developing such IA tools preferred
  • Demonstrated experience in designing and training CSOs on fundraising and methods for income-generating activities strongly preferred
  • Experience in business consulting for small- and medium-sized enterprises preferred
  • Experience working on international donor-funded projects required; work on US Government-funded projects preferred
  • Excellent communication and reporting skills
  • Ability to handle multiple assignments in a deadline-driven environment and with strong attention to detail
  • Computer literacy and familiarity with MS Office
  • Excellent verbal and written communication skills in Kazakh, Russian, Tajik and/or Uzbek required, English preferred
