Eurasia Foundation is currently implementing a State Department funded program to support local independent media in select Middle Eastern countries, so they are better able to refute foreign propaganda and disinformation in their countries. Within that context, EF seeks to contract a media development consultant to provide expert level technical advice with a particular focus on best practices in investigative journalism, fact-checking and content development to counter disinformation and propaganda. This is a short-term technical assistance assignment for 6 months with an expected level of effort not to exceed 48 hours total. 


• Provide detailed feedback to inform the development of the media trainings curriculum. Help in identifying any gaps in technical methods or opportunities to improve the curriculum, as well as provide guidance on existing and/or recommended modules.
• Provide insight on EF’s overall project approach for countering disinformation and ensure that it aligns with industry standards.
• Assist in expanding EF’s technical expertise and knowledge in media development programming.
EF reserves the right to adjust the proposed tasks during implementation, when deemed necessary. Should there be a need to revise the consultant’s scope, EF will work closely with the consultant on any revisions or adjustments.  

• Substantive written input in response to requests for technical reviews on specific assignments such as: topics for webinars and online events; best practices for investigative journalism and fact-checking trainings; implementation and review of applications for the investigative projects  among others.


• Proven technical expertise in media development programming with a particular focus on investigative journalism and fact checking 
• Minimum ten years of relevant experience conducting similar technical assistance
• Knowledge and familiarity of the media landscape in the Middle East
• Master’s degree in journalism, international development, international affairs, political science, public policy or other relevant areas of study
• Fluency in English; proficiency in Arabic is preferred
