Summary

Headquartered in Washington, DC, with program activities spanning four continents, Eurasia Foundation employs a diverse team of creative and dedicated professionals to engage citizens and empower communities globally. To complete its capable team for newly funded projects, EF is accepting applications for a Program Officer (PO). The PO reports to the Senior Program Manager as a member of EF’s Innovative Training Solutions team, which implement online education programs to train and support civil society activists around the world. The PO will be responsible for the day-to-day implementation of assigned program(s) as well as managing a proactive team. S/he will direct the overall goals of the program, devise strategies for program implementation, and work to ensure the project team remains motivated and focused on producing quality outcomes. EF is seeking team members who are creative with active minds, and eager to face and overcome unforeseen risks and challenges.

Duties

• Manage the project implementation circle from start to finish and provide direct support to the Senior Program Manager in all aspects of program implementation to ensure timely, accurate, and successful completion of program’s deliverables;
• Implement successful self-serve models to help track program activities and data;
• Hire/train the project team based on program requirements;
• Prepare scopes of work and contract specifications for consultants, monitor and manage consultants' time and deliverables;
• Ensure progress reports are submitted to donor in a timely manner and oversee the drafting of content, impact highlights, and program data for program reports;
• Contribute to internal Eurasia Foundation program reporting, knowledge management, and information sharing;
• Support the monitoring of program budgets and compliance under program manager supervision;
• Contribute to the development of new program ideas and proposals for current and future donors; and
• Additional tasks as assigned.

Qualifications

• High level of decision making, problem solving, and risk management skills, required;
• Project management experience, required;
• Budget management experience, required;
• Fluency in Farsi/Dari and English, required;
• Exceptional analytical, organizational, written, and oral communication skills required;
• Course facilitation and online training experience, preferred;
• Master’s degree in a relevant field such as development, social science, political science, international affairs, or management, preferred;
• Familiarity with social media tools, blogging, and content management systems such as WordPress and Moodle, desired;
• Eager to build relationships with donors and staff members, and work in an ever-changing environment; and
• Experience working in multi-cultural environment
