Eurasia Foundation (EF), a US-based international development organization promoting civic engagement and citizen participation, is accepting applications for a Proposal Associate.
As a key member of EF’s Program Development Department, the Proposal Associate supports the entire proposal process from beginning to end, including donor and opportunity research, bid tracking and analysis, proposal design and writing, key personnel recruitment, and proposal packaging and submission.


  • Track donor websites daily for funding opportunities in line with EF’s strategic plan and priorities
  • Prepare and disseminate summaries on potential opportunities to program development and senior management teams; support analysis of opportunities and development of capture strategies
  • Maintain the proposal pipeline and prepare summary reports on EF business development activities for senior management and board of trustees
  • Support proposal managers in preparing proposals and track progress of technical and cost applications; maintain checklists and delivery schedule
  • Support development of partner teaming agreements; liaise with partners on key proposal inputs and deliverables
  • Provide key research and analysis of technical areas to support bid preparation and program design
  • Support recruitment of personnel and subject-matter experts; including development of scopes of work, letters of commitments and contracts
  • Maintain and update past performance information and all related proposal templates
  • Responsible for formatting, design, graphics (e.g., matrix tables, organizational charts) and final packaging of proposals
  • Support ongoing analysis of EF’s business development efforts and contribute to improvements of internal processes and systems


  • Experience: At least three years of international development experience; strong familiarity with civic engagement, youth development and ICT4D program models.
  • Education: Bachelor’s degree in international development, international affairs, area studies or another relevant field required.
  • Other: Demonstrated experience in proposal development or program backstopping for USG-funded projects. Candidates must possess exceptional analytical, organizational, written and oral communication skills. Proven ability to multitask, work in team settings and perform under time-sensitive deadlines. Russian or Arabic language skills highly desirable.
