Summary

Eurasia Foundation (EF), a US non-profit organization promoting civil society development and good governance, is accepting applications for a Program and Administrative Assistant for the Civil Society Support Program in Central Asia (CSSP). The purpose of CSSP is to cultivate a vibrant and responsive citizen-oriented civil society in Central Asia.

The PAA will work closely with the Uzbekistan Country Coordinator and technical leads based in the regional office in Almaty to support the implementation of the Civil Society Support Program in Central Asia (CSSP) in Uzbekistan. The purpose of the program is to cultivate a vibrant and responsive citizen-oriented civil society in Central Asia through four objectives: strengthening youth leadership, strengthening civil society’s role in public accountability, enhancing civil society’s ability to react to emerging needs and the institutional development of civil society organizations. Based in Tashkent, the PAA will assist the Uzbekistan Country Coordinator in ensuring quality logistical, administrative and programmatic support.

The selected candidate will serve as a consultant, but s/he may be eligible for a full-time position, pending EF branch registration in Uzbekistan.

Duties

  • Work closely with the Uzbekistan Country Coordinator and technical leads to ensure that program activities are implemented on time and in line with EF policies and procedures
  • Assist with program-related procurement of goods and services and ensure adherence to policy and guideline
  • Conduct outreach to project beneficiaries and maintain information and databases on participants and activities
  • Facilitate the delivery of trainings, workshops and other events by preparing materials, organizing logistics and liaising with vendors
  • Assist with the preparation of written materials, such as invitations, agendas and attendee lists
  • Assist with data collection from program beneficiaries to monitor progress towards performance targets
  • With the guidance of the Uzbekistan Country Coordinator, draft sections of technical documents, including summaries of key program events, quarterly reports, annual workplans and others
  • Assist in the implementation of full cycles of the grant-awarding and management process (announcement, pre-award assessments, technical assistance to grantees and close-out in accordance with the program’s grant plan)
  • Prepare award documentation for new grantees in accordance with the CSSP Grants Manual, including schedules for award reporting and payments
  • Support the timely processing of cash advances and tranche payments to grantees
  • Ensure appropriate and timely financial reporting by grantees
  • Assist in audits of grantees
  • Assist in equipping an EF branch office in Tashkent (pending EF registration)

Qualifications

  • Bachelor's degree in international relations, business or related field required; Master’s degree preferred
  • Demonstrated knowledge and experience with USAID sub-award policies and regulations
  • Advanced knowledge of Microsoft Office 365 programs required; experience with grants management software packages preferred
  • Strong attention to detail
  • Effective interpersonal and communication skills, both written and verbal
  • Ability to manage multiple tasks and successfully meet deadlines while quickly producing high-quality products
  • Excellent verbal and written communication skills in Uzbek and Russian required; knowledge of English strongly preferred
