Eurasia Foundation (EF), a US non-profit organization promoting civil society development and good governance, is accepting applications for a Research and Governance Specialist for the Civil Society Support Program in Central Asia (CSSP). The purpose of CSSP is to cultivate a vibrant and responsive citizen-oriented civil society in Central Asia.

The Research and Governance Specialist in Uzbekistan will be responsible for the design and implementation of activities aimed at strengthening the capacity and effectiveness of transparency organizations and independent think tanks.


  • Coordinate programmatic activities with CSSP country offices in the region as well as partners, stakeholders and other donors to ensure smooth implementation
  • Design and carry out the CSSP Governance and Research School by identifying and engaging with think tanks and research institutions in Uzbekistan
  • Develop and coordinate workshops and boot camps in Uzbekistan
  • Select participants and organize study tours and identify and establish partnerships with regional and Eurasian partner organizations to serve as hosts
  • Ensure quality performance and achievement of planned deliverables and outcomes
  • Identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments


  • At least 5 years of experience in the design and management of public policy research and/or think tank development programs
  • Demonstrated experience with conducting research and analysis of government policies and national/subnational legislation
  • Possess knowledge of USAID policies and regulations and successful experience with advocacy-focused small grants programs
  • Master’s degree in public policy, international relations, international development or other relevant areas of study
  • Excellent oral and written communication skills in English, Uzbek and Russian required
