EF is seeking an experienced development professional to serve as the Transparency and Civic Oversight Expert for the USAID Ukraine State-Owned Enterprise Reform Activity.
The Transparency and Civic Oversight Expert (TCOE) will provide overall strategic guidance and technical leadership strengthening the Ukrainian civil society sector’s role in exercising civic oversight of the reform of state-owned enterprises (SOE) and ensuring that SOE privatization processes are transparent and accountable. The TCOE will contribute to the results and objectives outlined under Component Five of Task Order 1 of the State-Owned Enterprise Reform Activity.

Duties

• Conduct a thorough review of the existing civil society sector landscape in Ukraine, identify civil society organizations (CSO) that are active in ensuring transparency or oversight of SOE reform or demonstrate a potential to become active.
• Design and carry out a capacity assessment for CSOs that can effectively represent public interest in SOE reform and privatization.
• Conduct a deep analysis of the CSOs’ roles and potential engagement in keeping the SOE reform processes transparent and accountable to the public.
• Design and implement a capacity building program for CSOs to implement transparency and oversight functions.
 

Qualifications

• Bachelor’s degree in economics, information technology, law or another relevant field required. Master’s degree preferred. 
• At least seven (7) years of experience in leading donor-funded technical assistance initiatives to strengthen Ukrainian civil society capacity to implement government transparency and civic oversight functions.
• Familiarity with current efforts related to SOE divestiture and privatization or other relevant private sector reform activities in Ukraine.
• Proficiency in English and Ukrainian required.
