Turkmenistan: CSO Partnership and Development Advisor

Eurasia Foundation (EF), a US non-profit organization promoting civil society development and good governance, is accepting applications for a CSO Partnership and Development Advisor (PDA) for the Civil Society Support Program in Central Asia (CSSP). The purpose of CSSP is to cultivate a vibrant and responsive citizen-oriented civil society in Central Asia.

The PDA is a four-month, part-time (up to 15 hours per week) consultancy with a possibility for extension. The consultant will contribute to the effective implementation of CSSP in Turkmenistan through providing strategic guidance on the development of productive and long-term relationships between CSOs, key government institutions and constituency members to promote CSO development agendas and achieve CSSP objectives. The PDA will work under the direct supervision of the CSSP Country Coordinator for Turkmenistan and, when necessary, in close collaboration with CSSP regional technical experts based in Almaty.


  • Identify the most high-demand areas for cooperation between CSOs and key stakeholders
  • Provide recommendations on the most feasible approaches in cultivating and building partnerships between CSOs and government stakeholders
  • Search for a favorable environment and windows of opportunity for policy development with CSO engagement
  • Initiate and maintain discussion among CSOs on civil society themes related to CSSP
  • Prepare bi-weekly reports on trends and development in civil society
  • Prepare success stories detailing positive changes in strengthening partnerships, communication and relations between CSOs and state stakeholders on a quarterly basis
  • Advise on the potential for strategic partnerships with a range of stakeholders


  • Deep knowledge of civil society development, youth empowerment, advocacy and policymaking
  • Experience as a participant of policy making processes within any working groups on any thematic areas
  • Bachelor’s degree in a relevant area of study (e.g., public administration, philology, education, international relations, social development)
  • Knowledge of civil society issues, relevant civil society actors and the political/social context across Central Asia
  • Experience as a member of or a volunteer for a CSO (current engagement in CSO activities preferred)
  • Excellent writing skills in Turkmen and Russian
  • Experience in working with international organizations as a consultant
  • Good command of Microsoft Office programs (e.g., Word, Excel, SharePoint)
