Summary

Eurasia Foundation (EF), a US non-profit organization promoting civil society development and good governance, is accepting applications for a consultant to serve as Program Manager to support the Civil Society Support Program in Central Asia. The purpose of the program is to cultivate a vibrant and responsive citizen-oriented civil society in Central Asia. 

The consultant will be responsible for implementation of the program for Turkmenistan and will ensure effective coordination of technical approaches across all objectives in close consultation with the CSSP Chief of Party and technical staff with region-wide responsibility. The consultant will report to the CSSP Chief of Party, who is based in the regional HQ office in Almaty, Kazakhstan. 

Duties

  • Coordinate program activities across objectives with the regional office in Almaty, in-country partners, stakeholders and other donors to ensure smooth implementation 
  • Ensure quality performance and achievement of planned country deliverables and outcomes 
  • Identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments 
  • Oversee and track all financial and administrative aspects of the program in Turkmenistan 
  • Ensure effective implementation of the program’s monitoring, evaluation and learning approach across the technical objectives 

Qualifications

  • At least five years of experience in the design and management of civil society development programs, preferably funded by international donors 
  • Demonstrated experience with conducting research and analysis of government policies and national legislation 
  • Possess knowledge of USAID policies and regulations 
  • Understanding of approaches to ensure gender mainstreaming and social inclusion 
  • Bachelor's degree in public policy, international relations, international development or other relevant area of study required; Master's degree preferred
  • Excellent oral and written communication skills in English and Russian required, in Turkmen preferred
