Turkmenistan: Program Officer

Eurasia Foundation (EF), a US non-profit organization promoting civil society development and good governance, is accepting applications for a Program Officer (PO) for the Civil Society Support Program in Central Asia (CSSP). The purpose of CSSP is to cultivate a vibrant and responsive citizen-oriented civil society in Central Asia.

The PO will ensure effective overall management of CSSP youth programming and other activities for beneficiaries from Turkmenistan.


The Program Officer will work under the direct supervision of the CSSP Country Coordinator and in close collaboration with the regional technical experts based in Almaty to perform the following duties and responsibilities:

  • Lead technical design and implementation of interventions in line with global and regional best practices in youth development, advocacy and organizational strengthening. 
  • Monitor national trends and identify approaches how best to achieve the program’s objectives.
  • Engage civil society leaders and foster the development and use of innovative approaches to promote leadership and constituency engagement.
  • Oversee outreach events for potential beneficiaries from Turkmenistan.
  • Maintain ongoing communication with participants of youth activities of CSSP through various online platforms. 
  • Provide support to organize regional workshops, webinars and conferences.
  • Translate relevant program documents from English and Russian into Turkmen.
  • Track best practices and success stories of beneficiaries involved in the program.
  • Contribute to preparation of reports.
  • Arrange logistical, technical and other support for program activities, as needed.


  • At least 4 years of experience in managing community-focused programs, preferably for an international organization.
  • Deep knowledge of youth leadership development, youth empowerment, advocacy and policymaking.
  • Knowledge of youth issues, relevant civil society actors and the political/social context across Central Asia as well as experience integrating youth empowerment and engagement with civil society programming.
  • Bachelor’s degree in international development, organizational development, public policy or other relevant areas of study; Master’s degree preferred.
  • Excellent oral and written communication skills in English, Turkmen and Russian required.
