Turkmenistan: Program Officer

Eurasia Foundation (EF), a US non-profit organization promoting civil society development and good governance, is accepting applications for a Program Officer (PO) for the Civil Society Support Program in Central Asia (CSSP). The purpose of CSSP is to cultivate a vibrant and responsive citizen-oriented civil society in Central Asia.

The PO is four-month, part-time (up to 20 hours per week) consultancy with a possibility for extension. The PO will ensure the effective management of CSSP youth programming, program communications and other activities for beneficiaries from Turkmenistan. The PO will work under the direct supervision of the CSSP Country Coordinator for Turkmenistan and, when necessary, in close collaboration with CSSP regional technical experts based in Almaty.


  • Lead the technical design and implementation of interventions in line with regional and global best practices in youth development, advocacy and organizational strengthening
  • Monitor national trends and identify approaches as to how to best achieve the program’s objectives
  • Engage youth and civil society leaders and foster the development and use of innovative approaches to promote leadership and constituency engagement
  • Oversee outreach events for potential beneficiaries from Turkmenistan
  • Maintain ongoing communication with CSSP Central Asia Youth Leadership Academy participants through various online platforms and, when possible, in-person meetings
  • Provide support for the organization regional workshops, webinars and conferences
  • Translate relevant program documents from English and Russian into Turkmen
  • Prepare high-quality communication materials (text, infographics, photos) about youth, youth leadership and networking as well as civil society and its principles, role and value in society
  • Prepare news about CSOs in Turkmenistan and other relevant information.
  • Maintain a regularly scheduled, twice-weekly posting of content on different media and social platforms (e.g., Turkmenportal, Infoabad, Arzuw News, InAshgabat, IMO)
  • Analyze feedback on posted content and followers’ interests and adjust the communication approaches accordingly
  • Arrange logistical, technical and other support for program activities, as needed.
  • Other duties, as necessary


  • At least four years of experience in managing community-focused programs, preferably for an international organization
  • Deep knowledge of youth leadership development, youth empowerment, advocacy and policymaking
  • Knowledge of youth issues, relevant civil society actors and the political/social context across Central Asia as well as experience integrating youth empowerment and engagement with civil society programming
  • Bachelor’s degree in public administration, journalism, international development, organizational development, public policy or other relevant areas of study (Master’s degree preferred)
  • Experience in content development and social media marketing (i.e., preparing social media or blog posts) or other relevant activities is highly preferable
  • Excellent oral and written communication skills in English, Turkmen and Russian required
