EF is seeking applications for a Deputy Chief of Party (DCOP) for the upcoming USAID-funded Social Engagement Support (SES) Activity in Azerbaijan. The overall goal of the SES Activity is to strengthen local partnerships to enhance citizen participation in advancing Azerbaijan’s social and economic development. EF anticipates that SES will aim to strengthen partnership between formal and informal citizen groups, and municipal and executive authorities in order to boost citizen participation in the prioritization and decision-making processes for addressing citizens’ critical needs.

The Deputy Chief of Party will support the Chief of Party (COP) in implementing all of the components under SES, with special focus on oversight of staff, internal operations and administration, grants management and stakeholder coordination. The successful candidate will demonstrate thorough knowledge and understanding of civil society development in Azerbaijan, and will exhibit strong interpersonal skills necessary to maintain professional relations with formal and informal citizen groups, community and civil society organizations (CSO), and other beneficiaries and constituents, as well as with Government of Azerbaijan officials, USAID, and other potential partners associated with SES.

Duties

• Lead internal operational functions, including technical, administrative, and managerial tasks to ensure smooth and successful implementation of SES.
• Support the COP with the development of annual work plans, oversight of the monitoring, evaluation and learning functions and regular donor reporting. Coordinate activities among implementing partners and facilitate connections with government stakeholders, the media and other CSOs.
• Provide technical expertise on key component areas and identify windows of opportunity for activity interventions
• Supervise a team of staff and oversee their professional development, conduct regular performance reviews and provide feedback.

Qualifications

• Master’s degree in political science, international development, international affairs or related field
• A minimum of seven years of work experience managing civil society programs, governance reform and/or related fields, preferably for U.S. Goverment- or bilateral donor-funded international development projects. Prior experience in coordinating with partner and donor organizations is highly desired
• Thorough knowledge and understanding of community and civil society development issues in Azerbaijan
• Proven ability to lead, mentor and develop staff, manage budgets and plan strategically and creatively to meet specified objectives
• Proven ability to establish and maintain good relations with formal and informal citizen groups, CSOs, and other potential beneficiaries and constituents
• Outstanding professional reputation and have strong demonstrated interpersonal, written, and oral presentation skills
• Experience working in the Caucasus region; experience working in Azerbaijan strongly preferred
• Fluency in English required; proficiency in Azerbaijani strongly preferred
