USAID Azerbaijan SES-MEL Specialist

EF is seeking applications for a Monitoring, Evaluation and Learning (MEL) Specialist  for the upcoming USAID-funded Social Engagement Support (SES) Activity in Azerbaijan. The overall goal of the SES Activity is to strengthen local partnerships to enhance citizen participation in advancing Azerbaijan’s social and economic development. EF anticipates that SES will aim to strengthen partnership between formal and informal citizen groups, and municipal and executive authorities in order to boost citizen participation in the prioritization and decision-making processes for addressing citizens’ critical needs.

The MEL Specialist will be responsible for supporting and developing the project MEL plan and overseeing all MEL activities. This position is contingent upon funding.

  • Provide leadership, oversight, and strategic direction for all MEL activities; develop MEL plans, processes, and systems and overall monitoring and evaluation framework
  • Ensure quality control for donor and other external reports, including review of data-related narratives and charts; oversee the development of and submission of timely and accurate reporting
  • Liaise with USAID, government partners, civil society organizations, and other key stakeholders to coordinate dissemination of results
  • Develop MEL training modules and tools for Washington, D.C.-based and field staff in line with industry best practices and standards


  • Bachelor’s degree in a relevant field or discipline such as international development, international relations, area studies, etc. Master’s degree is strongly preferred
  • At least five years of experience in program design and assessment, with a strong preference for international donor assistance projects
  • Knowledge of international best practices in monitoring and evaluation to track program progress and performance; experience with the USAID Collaboration, Learning, and Adaptation (CLA) model strongly preferred
  • Expertise in integrating gender and social inclusion principles into MEL activities
  • Experience working in the Eurasia region is required; experience in Azerbaijan is strongly preferred
  • Excellent speaking, writing, reporting and other communications skills in English; proficiency in Azerbaijani strongly preferred
