EF is seeking applications for a Policy Advocacy Expert (PAE) for an anticipated USAID-funded program that will cultivate a vibrant and responsive citizen-oriented civil society in Georgia. The new program will focus on providing a wide range of technical support options and resources to promote inclusive civil society practices and initiatives, and enhance the long-term sustainability and self-reliance of the civil society sector. 

The PAE will be responsible for the design and implementation of activities aimed at strengthening the capacity and effectiveness of advocacy organizations and independent think tanks. This position is contingent upon funding. 

Interviews will be conducted on a rolling basis and qualified candidates should apply as soon as possible.

Duties

• Support selected CSOs in developing joint advocacy strategies on shared interests and common concerns.
• Strengthen CSOs capacity in policy analysis and recommendations. 
• Strengthen CSOs capacity in soliciting citizens’ input into their advocacy efforts. 
• Advise on best practices in building networks, coalitions, and communities of practice
• Advise on best practices in strategic engagement with policy makers and critical stakeholders.

Qualifications

• Bachelor’s degree in public policy, international relations, law or other relevant area of study. Master’s degree preferred. 
• At least five years of experience supporting research and/or advocacy organizations, preferably as part of an international assistance program.
• Demonstrated technical expertise in developing policy research skills, advocacy for policy reforms on priorities issues 
• Previous experience working in Georgia.
• Significant experience in facilitating productive exchanges among stakeholders in policymaking, including ministry representatives, parliament, civil society and the private sector. 
• Excellent speaking, writing, reporting and other communications skills in English and Georgian.
