Eurasia Foundation (EF) is a non-profit, non-partisan international development organization dedicated to supporting civil society and democratic governance in Eurasia, the Middle East, Asia, and beyond. EF partners with the U.S. government and other public and private funders to equip citizens to build resilient communities and transform their societies through technical assistance, online training, and cross-cultural exchange.

Eurasia Foundation (EF) announces a competitive tender to design, develop, and implement a corporate website to represent the organization. The chosen vendor will also be required to host and maintain the website. The chosen strategic partner must be a firm that has at least five years of experience managing non-profit website design projects and that utilizes best practices regarding:

• Research-based website design;
• User experience and usability testing;
• Information architecture;
• Website development and deployment;
• Website and web server security;
• Website hosting;
• Content strategy;
• Search engine optimization; and
• Responsive design. 

The purpose of this Terms of Reference is to outline requirements for the design of EF’s website. A detailed outline of project objectives and technical requirements may be found in the annex to this Terms of Reference.


1. Website designed and developed according to best practices and the requirements as outlined in the annex to this Terms of Reference, and content migrated from the old website. The website must be published and accessible at domain address.
2. Training and training materials (e.g. training video) provided for EF staff members on website content management process and requirements.
3. Website hosting and maintenance provided according to best practices and the requirements outlined in the annex to this Terms of Reference. 

• Contract signed: September 2020
• Requirements documented and prototype designed: November 2020
• EF review and prototype approval process: December 2020 - February 2021
• Staging website developed and launched: Four to six weeks after prototype approval
• Staging website review and approval by EF: April - May 2021
• Production website launched at address: June 2021
• Ongoing hosting and maintenance: Through June 2022 (one year after the website launch with possible extension)


Proposals must include the following: 

• Written Proposal (maximum six pages), that includes: 
     o Design and Development Plan that outlines how all aspects of the website design and development will be handled, including needs assessment, research and prototyping phase; prototype review and approval process; website development and approval phase; and launch phase.
     o Applicant’s Information, Configuration, and Cybersecurity Management Statement that outlines how all aspects of the design, development, and maintenance processes will be managed to ensure website hosting and other resource integrity, transferability, security, and accessibility for EF staff and visitors.
     o Website Hosting and Maintenance Plan, including information on the proposed technical solution, security, and accessibility.
• Portfolio (no page limit).
• Detailed Budget provided according to the budget form template, Annex B to this Terms of Reference, in US dollars, including fees and other expected costs for each stage of production, oversight, and maintenance (anticipated budget up to $65,000).
• Budget narrative explaining each line in the detailed budget (no page limit).

All application documents must adhere to the following guidelines. Applications that do not follow these requirements may be considered technically ineligible:
• Proposal narrative, portfolio, and budget narrative must be submitted in .docx file format and the budget must be submitted in .xlsx format;
• All materials must be submitted in English;
• Proposal narrative and budget narrative must be presented using Times New Roman, size 12 font, single-spaced with 1-inch margins; and
• Adhere to the page limit noted for each attachment.

The selection process is open and competitive, and participants will be selected based on the criteria outlined below. 

• Technical solution: clarity and suitability of the applicant’s approach, including:
• Design and development plan; 
• Technological solutions for information and configuration management, hosting, maintenance, accessibility, and cybersecurity.
• Past performance: relevance of the applicant’s technical expertise and successful track record of website development delivered on time and on budget.
• Cost: Total costs outlined, as well as percentage breakdown of project components.

If additional information or clarification on proposals is needed, the applicant(s) will be notified in writing and will be asked to submit additional information and/or documentation. 

Finalists will be invited to give a presentation of their proposal and clarify technical questions no later than the third week of September and prior to announcement of the winning proposal.
