Salary Range: $70,000 - $85,000 (Salary is commensurate with experience. Starting salary within the range provided is based on the candidate's relevant experience and skills for the role.)

Job Overview 

The Program Officer, Digital Governance (PO) is a member of Eurasia Foundation’s (EF’s) Digital Governance (DG) team. The PO is responsible for providing programmatic oversight, guidance, and backstopping support for the Foundation’s program portfolio in this practice area. The PO directly contributes to the successful implementation of EF’s innovative eGovernance programs.  

 

Responsibilities and Duties 

  • Carefully review and revise weekly, quarterly and annual reports submitted by program teams based in the field. 
  • Assist with the preparation and review of annual implementation plans as well as performance monitoring and evaluation plans.
  • Participate in weekly management calls between program staff based in Washington, DC, and the field. 
  • Support the Senior Vice President, Program Manager and Program Accountant with budget oversight for programs in the eGovernance portfolio. 
  • Contribute to the design and implementation of systems and procedures to regularly track and report on program performance. 
  • Act as a liaison between program partners, staff and donors (e.g., annual implementation plans, responding to donor requests for information). 
  • In coordination with the business development team, identify and contribute to funding opportunities for new initiatives related to eGovernance
  • Identify, share and develop opportunities that will help to position EF as a leader in eGovernance (e.g., conferences, workshops and other public events). 
  • Work with the communications team to promote eGovernance programs to external audiences.

 

Education  

  • Bachelor’s degree in international development, international affairs, political science, area studies or another relevant field required field required; Master’s degree preferred.

 

Experience/Qualifications 

  • 5-7 years of program management or backstopping experience, particularly for USAID-funded programs in public administration reform, governance or civil society. Familiarity with innovative eGovernance, anti-corruption and/or ICT4D programming a plus. 
  • Previous experience in overseas program implementation. Familiarity with program delivery in Ukraine preferred. 
  • Experience backstopping programs in compliance with US government (USAID and State Department) rules and regulations strongly preferred. Familiarity with non-USG (such as the Foreign, Commonwealth, and Development Office) donors is a plus.
  • Familiarity with program design and evaluation as well as performance-based management tools required.
  • Previous new business experience in the democracy and governance sphere strongly preferred. 
  • Outstanding English writing and editing abilities required. 
  • Candidates must possess exceptional analytical, organizational, written and oral communication skills. 
  • Proficiency in Ukrainian, Russian or another regional language relevant to EF’s programs desirable.
