EF is leading implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine's digital transformation to promote the nation's economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.  

 

EF is recruiting for a Digital Economy Lead.  

 

The Digital Economy Lead is a leadership position responsible for guiding and overseeing the strategic direction, development, and implementation of digital transformation initiatives to foster economic recovery and growth in Ukraine. This role will manage a team including the Senior Economic Recovery Manager, Senior Business Digitalization Manager, Senior Coordinators, Coordinators and Assistant, ensuring cohesive and efficient execution of digital economy activities. Digital Economy Lead subordinates to Deputy Cheif of Party.  

 


DUTIES:  

  • Provide strategic direction and leadership for the Digital Economy component of the Digital Transformation Activity (DTA).
  • Oversee the development and implementation of digital systems across various sectors, such as tax, customs, court, transportation, fish and forest management and others, ensuring alignment with international best practices.
  • Lead the transformation of business registration and licensing services from paper-based to digital formats.
  • Facilitate the digitalization of export-related processes and integrate AI technologies into online business support systems.
  • Guide the development and expansion of digital platforms like Diia.Business Export, ePermit, and others.
  • Collaborate with government entities to streamline border management procedures and digitize export-related certificates.
  • Support regulatory reforms aimed at simplifying business processes and reducing administrative burdens on SMEs.
  • Advocate for the growth and support of SMEs through digital transformation and regulatory reform.
  • Oversee the provision of targeted expert support, including legal analysis, to improve and expand the Diia.City special tax regime.
  • Engage with stakeholders, including government agencies, SMEs, business associations, and the media, to promote digital transformation and economic revitalization initiatives.
  • Contribute to the development of annual work plans, program monitoring, evaluation, and reporting.
  • Ensure the timely and efficient execution of the Digital Economy component activities and deliverables.
  • Track program activities and report on progress, delays, or emerging risks to management.
  • Promote Digital Economy component activities at regional, national, and international levels.
  • Develop and monitor the annual budget for the Digital Economy component.

 

CORE QUALIFICATIONS: 

 

  • Master’s degree in business administration, economics, public policy, or a related field; an advanced degree or certifications in these areas preferred.
  • At least five years of experience in managing and implementing digital systems, particularly in customs clearance, export processing, or transportation.
  • Strong understanding of best practices in digital governance and anti-corruption.
  • Familiarity with the operating environment and main stakeholders in Ukraine regarding anti-corruption and digital governance efforts.
  • Proven ability to manage large-scale projects, including overseeing development, implementation, and training for new digital systems.
  • Strong technical background with a thorough understanding of digital platforms, eServices, and AI technologies applicable to business and economic contexts.
  • Experience in analyzing and proposing changes to market access regulations and business-related policies.
  • Extensive professional experience in the private sector or with business associations, with a demonstrated ability to effectively manage staff.
  • Strong analytical skills with the ability to identify challenges, propose solutions, and evaluate the impact of initiatives.
  • Knowledge of grants management processes and systems, with the ability to assess and track their impact on development.
  • Flexibility and innovation in addressing economic challenges, particularly in dynamic and potentially unstable environments.
  • Strong interpersonal skills and the ability to establish and maintain excellent relations with Government of Ukraine beneficiaries, Ukrainian partners, USAID, other donors, and other implementing partners operating in the country.
  • Fluency in Ukrainian and English required.
