EF is seeking applications from qualified candidates to serve as the Contracts Lawyer for the Digital Transformation Activity (DTA) in Ukraine. Funded by USAID and UK Dev, DTA aims to bolster Ukraine's digital transformation to promote the nation's economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. 

 

The Contracts Lawyer is responsible for overseeing the legal aspects of DTA's procurement processes. The Contracts Lawyer ensures that all contractual mechanisms employed as part of DTA are in compliance with USAID and EF rules and regulations. The Contracts Lawyer reports to the Head of Finance and Contracting. 

 

DUTIES: 

 

  • Oversee all legal aspects of the project’s procurement processes, including subawards, employment, and other contract-based program functions
  • Develop, update and maintain standardized contract templates and related documentation
  • Provide legal support and guidance to colleagues from the project on contractual matters
  • Draft, review and finalize contracts ensuring accuracy, clarity and compliance with EF policies and USAID rules and regulations
  • Negotiate contracts and other procurement-related documents with third parties
  • Participate in meetings related to procurement and contracting to provide legal inputs
  • Manage contract administration, ensuring that contracts are handled effectively from preparation to signing and implementation
  • Ensure compliance with EF policies and USAID rules and regulations amongst all contractual mechanisms. 
  • Manage the Legal Assistant’s day-to-day activities/duties
  • Mentor and strengthen the legal knowledge of the finance, procurement, and administration team.

 

CORE QUALIFICATIONS 

 

  • Bachelor’s degree in Law, Economics, Business Management, or in a related field required;
  • Experience with USAID programs highly desired;
  • Minimum 4 years of relevant experience in procurement, working with contracts, agreements, and legal documents;
  • Demonstrated experience working with and supporting grants and contracts, including donor compliance;
  • Attention to detail and excellent organizational skills required;
  • Ability to multi-task and provide assistance to staff, vendors and other business contacts;
  • Native Ukrainian and/or Russian fluency required; English writing and spoken proficiency required.
